Enable Cloud Build API Workflow Support in GCP Platform

Currently, while creating workflows for GCP, the Cloud Build service is not available as a drag‑and‑drop workflow option due to the Cloud Build API workflow not being enabled in the platform. Cloud Build is a core GCP CI/CD service and is widely used for building, testing, and deploying. In our use case, we are trying to use it for terraform code deployment workflow using Concert.

Enabling the Cloud Build API workflow will allow teams to natively integrate build and deployment pipelines into automated workflows without relying on manual triggers or custom scripts. This enhancement will improve standardization, reduce manual effort, and align the platform with GCP‑recommended CI/CD best practices.
