A documented / UI way of setting the NodeJS and workers to use seperate proxy settings.

At this time, the UI for proxy settings allows an admin to just set a single set of proxy settings for the NodeJS (API to workers), Workers or both. 
This idea would allow an admin to set NodeJS to use one proxy, and the workers to use a different one. This would be implemented either in the Concert Workflows UI, or supported with documented in command line. (Kubectl, oc) 

I'm sure this is at least somewhat possible already in the command line, so documenting it would be a useful step.

    The team worked on allowing each worker group to have its own proxy settings that allow for connection to other services (workers to external services). The team is currently focused on finalizing the ability to connect workers to the control plane via proxy.

    We need to set this proxy settings for each remote worker groups.  Each remote worker group might be placed in the different location ( such as Tokyo DC and Osaka DC ) , and they cannot share proxies.
