Product inconsistent behavior with undeclared variables

The RNA product behaves inconsistently when undeclared variables are used. While it might not be supported undeclared variabled (not in start block) can be leveraged with workflows except when you debug and step through a block that uses that variable. A bug is reported with engineering team. This feature request is to allow for variable declaration to be done via start as well as assign blocks. The assign block is already special in that a object is not created bassed off the block name.
