End Users with Read-Only Permissions cannot edit/add the new report tab in reports after Upgrade SevOne IPPMS from 5.6.2 to 6.3.6

Dear IBM Team,

End Users with Read-Only Permissions cannot edit/add the reports tab in reports post Upgrade of SevOne IPPMS from 5.6.2 to 6.3.6. 

In older version 5.6.2 , user's able to edit the reports and add new report tabs in opened report but not able to save as end user's have read only permissions. That is expected in older version.

In current updated 6.3.6 version, end user's required admin permissions of create modify and delete , just to edit reports and add new tabs in reports . If those permissions enabled , user will edit , create and delete reports as well and that is not expected behaviour as we want to give permissions like older version only so user can edit and modify reports without saving and without deleting from GUI.

    This feature required on urgent basis, can be accommodate via patch upgrade as well.
