exclude a specific peer from having new devices added to it

I think it would be helpful if there was a drop down list that you could you add to "Cluster Settings" of available peers that you want to allow to be use when a new device is added, essentially adding the functionality of marking peers or HSA's as ineligible to receive new devices. instead of the default of adding a new device to the least utilized peer in the cluster.   

This would fit under "cluster Settings" then the "Discovery Tab"

For Example I have a HSA Peer that was spun up for monitoring a specific OOB network and it over times gains other devices that would not "regularly" be added to it as it has less monitored items than my other peers so a device add picks this peer as it is the least utilized peer in the cluster.
