Data Insight Report Widgets should allow the customer to save a report without choosing a resource.

At the moment when the customer copies a template to create a new report DI requires the customer to choose an object or group for the widgets within the report. This requirement causes issues with reports that have large object counts, and the customer would like to be able to save a report widget with no selected object/group so that the report can load, then the users can choose a specific object or group one user at a time, instead entire shifts of noc users come online within minutes of each other right now and loading such large reports on multiple user deskotps causes slowdowns.
