Retard the generation of a webhook alert

Hi team,

at the moment, when you have configured a webhook in a policy alert, when this policy alert is triggered, at the same time, the webhook is sent. We would like to have another option of sending the webhook, when the alert continues active, for example during 2-3 minutes, at this time, being able to send the webhook.

This is because we are using a Policy that triggers network interface down, and there are sometimes flaps that last 5-10 seconds, so on those cases we don't want to send a webhook, and send it only when the alert continues active for at least 2-3 minutes minimum.

    Currently our recommended approach to addressing this use case is to configure a "count over threshold" or "time over threshold" alert to screen out flapping interfaces and trigger an alert (or webhook) whenever the triggering conditions have occurred a specified number of times or total duration over the total threshold duration.
