Adding the ability to create new user roles or edit existing default ones

The rationale behind this stemmed up when I was trying to allow a user or multiple teams to edit maps inside DI. hen I found out I have to assign either "Super Admin" or "Tenant Admin" role to the target user/group in order to have this permission granted. However, this would grant a lot more unneeded permission. I wish if I can add a custom role or add certain permission to an existing role so that we don't compromise the security.
