DI 7.1+ should allow for a super admin user to hide or change permissions on OOTB reports for tenants

In DI 7.0 and below, OOTB reports could be deleted. Some DI administrators would do this to tidy up the landing page and Reports form for tenants, so that they'd only have to view relevant reports. This was previously accomplished by using a checkbox on the report and accessing Permissions tab, or deleting the report.

Both of these are no longer available on DI 7.1 on the 38 OOTB reports. In DI 7.1 and later, the OOTB reports seem to be immutable by design and cannot be deleted or have permissions altered. This is considered acceptable for our client from a design standpoint, but they would like the ability to hide them from any given tenant in the GUI.
