'sevone-cli cluster down' on DI should implicitly back up existing DI settings

When a DI cluster is taken down with the command 'sevone-cli cluster down', it removes Kubernetes from the system and essentially sets up the environment to be in a pre-deployment state. This command is often used for administrative tasks such as changing DI hostname, backup and restore, and changing IP ranges, especially in pre-prod or pre-deployment environments as often used by IBM Expert Labs.

Recently Expert Labs have requested that an implicit backup is taken, identical to sevone-cli playbook backup,  when 'sevone-cli cluster down' is run, to offer some protection against accidental report or cluster configuration loss at the cost of some disk space.
