Move access to Instant Graphs to Super Report Consumer permission group so that people who do not need rights to create and save reports still have access to a mechanism to visualize data for troubleshooting purposes

Not everybody who is using data insight to troubleshoot issues needs to be able to create and save reports, but allowing them to create instant graphs that cannot be saved would still be useful to some of these users for troubleshooting issues.
