v3 API /api/v3/data/topn endpoint should allow for aggregationUnits to round to specific timestamps

Currently, V3 /api/v3/data/topn API allows for:

AGGREGATION_AUTO (default value of v3 endpoint)

AGGREGATION_DAILY

AGGREGATION_HOURLY

AGGREGATION_MONTHLY

AGGREGATION_WEEKLY

timespans in its API endpoint.

This corresponds to shortterm data buckets on the NMS backend. However, some of our users would like to have more granular use of the TopN endpoint e.g. an arbitrary value <24 hours from present contained within the daily bucket, if possible.

Previous /api/v2/topnviews and /api/v2/reports/attachments/ endpoints had the ability to fulfill this requirement. Our client is concerned that the TopN endpoints have been reduced in functionality with the v3 API and is requesting feature parity to v2 API for TopN reports and TopN report data.

    Can you provide some more detail about what kind of outcome you're looking for? You can run TopN queries down to >4 hours from now.
