Create a shared folder space for multi-tenant reports.

There is an existing problem in SevOne DI versions >7.0 with multi-tenant reports in Global folders. If reports are placed here they can be seen by all customers across all tenancies. This can obviously cause confidentiality issues.

The only other place to put multi-tenant reports in a Personal Folder. While this resolves the issue described above, only the admin who created the Personal folder can see that folder.

What we need is a new shared folder space to locate muti-tenant reports and doesn't have the issues of using Global folders.
