Eric, when Trap Events were updated in NMS 6.5 to bind trap trigger and clear into a single event it was the intent for clear traps to be sent as emails too so that lifecycle of a trap event could be complete. This was the case for the trigger and clear for webhooks, and I expect the same for email. My best guess is that this part of the use case wasn't properly evaluated at that time.
I've informed Support that a defect should be filed for this issue.
