Improve SNMP walk API endpoint in SevOne NPM

There should be a v3 API endpoint to run a SNMP walk command from any peer to a device. Enhancing /api/v3/metadata/devices/snmpwalk might work for this purpose. Currently, it does not take a peer ID as an argument.

The ability to specify a specific peer to execute a SNMP walk from, using SNMP plugin data stored clusterwide would be useful, particularly for clusters with many peers or hub-spoke environments, and it would match the legacy NMS GUI's ability to execute a SNMP walk in this fashion

There exists a /api/v3/metadata/devices/snmpwalk endpoint, but it does not include the ability to specify a peer. This makes it difficult to use in certain environments, particularly ones behind a load balancer or in cluster environments where API calls are sent to specific peers.
