Synthetic Indicators Max Value Expression Field

Currently, per TAC, the Max Value Expression field is NOT a max value for the expression value result but instead a method for calculating the value. To me this is extrreemly misleading. When I think "Max value expression" I think this is what the max value can be for the expressions. If I set a max value to 100, thinking a percent, then I would expect the max value I would see in the expression would be the 100 I set. 

Can we either 

  1. Change the wording such that this field is less misleading
  2. Actually make the Max Value Expressions field define the ceiling for expressions?

I personally would prefer option two as this would help stop the fake "average interface input is 105.34%" values which I need to then explain to manager by manager.
