Webhooks Caching on Upstream System Failure

If a webhook is failing to the northbound system, for example to Cloud Pak for AIOPS, there is no re-attempt from SevOne to resend the webhook as the behavior of Webhook is fire and forget.  This presents a challenge as we will be monitoring over 50K devices and need to ensure reliability in the platform when it comes to alerting and ensuring no alerts are missed.  This idea is to explore the ability to have webhook be cached for X amount of days if the northbound webhook receiver has failed.  Such as having a health check for upstream with an auto-retry mechanism or the ability to replay failed webhook events.
