Allow flexibility in creating new work item types and linking them to other work item types

I would like be able to create new work item types by myself. Then I would like to be able to link them e.g. as custom fields to other work item types.
Example: I am using Requirement management in TP but requirements in TP do not have any linking to user or stakeholder needs. Now I would like to add a new work item type called "User need" and then I would like to create a custom field to 'Requirement' that can take a list of TP work items including the ones I have created myself. So now I can just add a list of user needs to my requirement.

Two capabilities needed:

1. Allow creation of new work item types

2. Allow any work item type to be linked to a custom field of type 'Target Process Entity' and 'Multiple Target Process Entities'
