Change Default Setting of Roles and Permissions for newly created Entities

Hi, 

We are currently in the process of continuously developing our Apptio Targetprocess Instance and with that creating new entities. Since this is a continuous process, a significant security issue is created as the standard setting for new roles is that all roles have all permissions on this new entity. Is there something that can be done that the standard setting is not to have all permissions on an entity but rather have no rights at all and we can manually assign the roles that should be allowed to use it? 

This is not specifically a user issue, this is more a roles and permissions settings issue.

What i am mainly concerned about is that when new entities are created, all roles in our system have access to the full spectrum of permissions on this new entity (create, edit, delete). What we would like to have is the standard setting, that when a new entity is created, no roles have (as default) any rights to the new entity. So then we can come in and assign the permissions to the specific roles that have to create, edit or delete rights on this entity.
