IBM CIO: Provide an easy feature to communicate messages using a banner at the top of Targetprocess.

IBM CIO is a large deployment of Apptio tool sets including Targetprocess and expanding.  Often times we have product upgrades, migrations or SaaS maintenance upgrades.  

We need the ability to configure a communication message to our users what will be happening in the environment including any outages or performance degradation they should be aware of. 

Today, we need to leverage Mashups in Targetprocess. That requires some amount of coding and a resource on a team with Admin access to be able to drive this. 

It would be lot better if Targetprocess offers this as a function with predefined mashup created so that program team will just need to prepare a message, type and save. Enable/Disable switch we have today will continue to be helpful.  To extend this idea, if Targetprocess can allow us to tie this to start and end date, it will be even more seamless.
