Attachments must go with Test Runs. Currently, attaching screenshots during Test Runs is unusable because they are attached to Test Cases rather than Test Runs.

Currently, Test Plans can contain other Test Plans as well as Test Cases.  Test Cases hold the individual steps to be used in each run.  Therefore they are the primary repeatable template for all testing, used in each run.  The results of individual test runs are naturally contained in the Test Runs.   Currently, when a Test Plan is run and a user adds attachments (eg a screenshot related to the run), these are attached to the Test Case rather than the Test Run.  Therefore, over time, all attachments related to all the individual runs become attached to the Test Case which is not intended to contain results.  If one views a completed or a NEW test run, it will contain all the attachments previously uploaded during all runs.  In any view, the attachments are associated with the Test Case, not individual runs.  This means a) it is not possible to see which run the attachment is related to and b) users will be confused as they will see all the screenshots previously uploaded during other runs.  
This is nonsensical.  Any standard testing tool allows users to capture screenshots and associates them with the individual run.   This effectively cripples this functionality.
