Allow view of all testing entities in single views in an intuitive hierarchy

Currently, Targetprocess uses Test Plans, Cases and Runs in a somewhat confusing manner.  Individual steps must be contained in Test Cases, but it is not possible to simply run a Test Case. These must be attached to Test Plans and then run as a Test Plan Run - even if the Test Plan contains only one Test Case.   

However, one can view all the runs of a Test Case from a Test Case detailed view.

It would seem intuitive to view in a list Test Plans as lane 1, Test Cases as lane 2, and test runs as cards.  This is not possible.  One can view Test Plans with Test Case or Test Plans with Test Runs, but not all 3.  It is also not possible to view in a list view all Test Cases with their Runs under them.   That is only possible on a tab on individual Test Cases.

This entire structure is confusing, non-intuitive and inefficient. 

On top of this, Test Plans can be linked to other entities which in theory is very helpful but the execution further confuses the structure.  When viewing test plans in a list, it is possible to add the linked entity to the card, but not actual go to the linked entity from the list view.  Further, when this is done, it seems to create a different kind of Test entity.

Overall, this module needs to be reworked and EXPLAINED.  TP has always had excellent documentation, but the intended use of this set of functions is poorly explained.
