Ability to flag/unflag comments

Summary:
Currently, comments are used on math tasks to ask questions to the test team. Frequently comments/questions are missed, as they get buried in other comments/follow ups, or within threads.

We are requesting a mechanism to flag/unflag select comments to make sure they have visibility and are easy to identify when consulting with teams/clients/etc.

Setting of the flag will be at the analyst/BMM employee's level, and does not need to be automated.

Acceptance Criteria:

Each comment should have a toggleable flag feature (on/off - default state off

Some visual indicator to mark when a comment is flagged (ie. flag icon)

Colorization of the comment would also help to make it easier to skim quickly through a long list of comments.
