Allow customization of Split and Clone processes

We have validation rules (notably one preventing Teams from being manually assigned to Features) that cause Split and Clone functions to fail. Ideally, we should be able to configure these function so that they do not run afoul of our validation rules. This limitation is forcing us to disable Split and Clone functions, which causes serious inconvenience to our users and causes them to dodge our best practices.

    To add to this, allowing what gets copied and what doesn't to the cloned item would be great. This could be configured for all items in the admin console and then further refined by users in a popup when clicking the clone button (so the user could modify the name of the cloned entity for example before confirming).
