Prevent New Entities From Inheriting Workflow State From View Filters

When a user creates a new entity from within a view that has a States filter applied, the newly created entity automatically inherits the filtered state. This behavior is unintended and can be harmful.

Examples of the issue:

  • If the view is filtered to show only Canceled work items, any newly created item opens in the Canceled state—even though users should never be allowed to create canceled work.
  • If the view is filtered to show Approved items, newly created items are immediately created in the Approved state, effectively bypassing all required workflow stages such as Draft → Review → Validate → Approve.
  • This can directly violate governance, compliance controls, and validation rule dependencies, because the entity is created at a point in the workflow where it does not belong.

This behavior results in entities being created:

  • with incorrect workflow state,
  • bypassing required transitions,
  • in a state users do not intend and often do not even notice until later.
