Idea: User Custom Quick Filter should include inactive users if they are not explicitly excluded

I have a list view on the User entity which contains active and inactive Users.
This view has a Custom Quick Filter for Users. By the filter configuration, I decided that all users should be included:

This filters seems not to work correctly.
E.g., Custom Quick Filter returns only 4 Users if I filter for "Anna", while the standard Card Filter returns 6 Users if I set the search "?FirstName.Contains('anna')":

If I would need a Custom Filter only for active Users, I could obtain this using the filter parameter "?iIsActive == True".
If I configure the filter to use ALL the Users, I expect that the inactive Users are included in the filter.
In my opinion, it would be better if the Custom Quick Filter would not skip the inactive users.
