Prevent duplicate email notifications

Targetprocess configuration of notifications has many options but they tend to just result in duplicate emails being sent for the same event.  Two things would help with this: 

1) Make sure a given event only sends one notification to a given user.  (They might be an Assigned User, a user in a particular role, a project team member.  If all are checked off they currently get 3 emails)
2) Allow notification restrictions:  eg send to an Assigned User if they have a particular role. (Right now, if I chose both the role and assigned users, the notification goes to everyone assigned (but they might not care about  a particular event) and everyone in that role (but they might not be assigned to this work item).   Even better would be sending to the role responsible for a given state IF they are also assigned to that work item.
