ITNCM utility - icosutility (ResourceUtility) to allow encrypted password as argument when running via CLI interface

Why 

Icosutil allows creation of items like realms, RADs, NCS etc, which would otherwise need to be created via the GUI and typically is a time taking task.

Who

Operator and Administrators of the application will be able to install and configure the product faster and will be less prone to error.

How

icosutil requires password as an argument. This password has to be in plain text currently. e.g.

ncm/bin/icosutil ResourceUtility -l USER_NAME -p USER_PASS_IN_PLAIN_TEXT -port 16310 -r ITNCM/Testing/TRviaAPI -c Realm -f ./blank_realmFile.txt
This command upon execution results >> Created realm: ITNCM/Testing/TRviaAPI

Proposal is to be able to use USER_PASS_ENCRYPTED instead of USER_PASS_IN_PLAIN_TEXT
