Implement a way to have ITNCM Housekeeping enabled by default, or to log/notify customer if ITNCM Housekeeping is NOT running

Currently, customers must manually config ITNCM Housekeeping to run. This step is often missed, or in the case of a recent sev 1, overwritten during upgrade effort. Because of this, Housekeeping does not run and certain DB tables (i.e. EVENTS) will continue to grow to the point where it impacts performance.
