Improvements for state "Stuck Online"

Today, we have very limited possibilities to operate a resource with state "stuck online". There are two functions that should be improved:
1. a resource stays in "stuck online" if the stop request is canceled and the desired state isn't "offline" any longer. In this case you have to kill IBM.GblResRM to change the state to "online" without touching the resource. From my point of view, the state should automatically change from "stuck online" to "online" if the desired state changes from "offline" to "online". As an alternative you also could provide a command to change the state from "stuck online" to "online" which does not impact the resource.
2. the ISC-functionality, when a resource is "stuck online". In case of state "stuck online" the operator should be able to reset the resource from ISC.

    From our point of view, the resources may not change automatically from Stuck to online, as some stop-commands are already executed and the resource is in a undefined state.
    But it should be possible to set the resource to the ONLINE state without resetting it.
    Of cause, resetting (or reexecute the stop-commands) should also be possible.
