Azure SQL Server License Improvements

2. Distinguish between AHUB for Windows and AHUB for SQL Server

Current Limitation: All or nothing. If Windows AHUB license is detected, it is applied to all license types including SQL Server, even if SQL Server is PAYG

Impact: Inaccurate action cost and projected investments/savings reporting. Using the example above, if Windows AHUB license exists and SQL Server license is PAYG, and Turbo is recommending a performance action to scale up and increase capacity, AHUB is applied to both Windows and SQL Server license types resulting in a projected cost that appears much lower than it should and, in some cases, inaccurately projecting a savings rather than an investment.
