Consider maximum utilization during POD startup in addition percentile value for the given observation period for memory limit scaling to prevent out-of-memory kills during POD startup

Some POD have a utilization peak during startup. The percentile-based approach may lead to not considering this peak or if the POD isn't restarted during the observation period this peak is not considered. Turbonomic may recommend to scale down the memory limit to a value lower than the peak utilization at startup leading to an out-of-memory kill of the POD and thereby the POD is no longer starting. 

Please use the peak utilization in addition to the percentile for driving memory limit scaling decisions. The memory limit must always be higher than the recorded peak utilization at startup.
