Self-Service capability to Postpone Scheduled Parking Shutdown

Introduce a self-service feature similar to Azure’s "Auto-shutdown" mechanism. Before a scheduled VM parking event, send an email notification to the designated VM owner. This email should offer the option to postpone the shutdown by 1 hour, 2 hours, or overnight.

Postponement should be user-friendly and not require Parking admin privileges in Turbo. The notification email should include a secure, time-limited link with an embedded authentication token (as Azure does), enabling the recipient to postpone the shutdown directly. The tokenized link should be valid for a specific VM and only on the day of the scheduled shutdown.
