Calculate Realized Savings using Effective Cost Basis

When we set the configuration of Cost Basis to use the Effective Cost (instead of on-demand), the Potential Savings are calculated based on Effective Cost, while the Realized Savings are calculated based on On-demand Cost. The consequence is that there is a discrepancy between what was expected from Potential Savings and what has actually been Realized. In fact, the Realized Savings are incorrect and the user gets frustrated from the low value realized from Turbo. In this particular case, it is risking the renewal and expansion of Turbonomic in this customer.

We can't use the on-demand cost basis because the client is 99% covered by Savings Plans, so the Potential Savings in this scenario is ridiculous.

It should apply to all types of resources and actions, including Parking.

    We need this functionality added to the product ASAP! Realized savings should be shown using effective cost if that's what the customer has configured as their cost basis. If you can see effective cost data in "Potential Savings" then you should also be able to see that savings reflected in executed changes.

    Like the other customer, my company is mostly covered by savings plans. We have no way to easily report executed actions that led to factual cost savings. This is ridiculous.
