Please make the Price adjustment tab cloud agnostic and allow users to enter in a static discount for a resource type

Currently, the Price adjustment tab is only valid for AWS subscriptions, despite there already being a separate AWS discounts tab. This is very confusing. Intutively, I would think the price adjustment tab should be used without without a billing group and just used it for static discounts. I would like to just enter in our Azure discount % for VMs only. Since we have CSP subscriptions, the Azure discounts tab won't work for us. 

In the price adjustment tab, there are columns for Name, Discount % and Cloud type. In addition to this, there should be a resource type column where you can select from Virtual Machines, Volumes, etc. This would then be pulled into the Action center -> Scale, where you'd see that discount applied for the specified resource type.

It is important that this has no requirement of Azure or AWS billing group data. All Turbonomic should care about is that I have a billing discount for this cloud type and I'm going to apply it to any of the Action scales or wherever the discount is applied. Currently, you must specify a billing group which applies to AWS only.
