Provide option to suppress “Unavailable billing data” pop up after it has been viewed

When a user navigates into Scale -> Virtual Machines of the Action Center, a yellow pop up appears that says "Unavailable Billing Data".  It is a fairly large pop up in the upper right that almost completely blocks the "On-demand" and "Effective" buttons and can also partially block access to details on the top portion of the actions list until the message is cleared.  Although this message is certainly helpful, there are scenarios where a billing target can not be defined because the VMs are provided by a Cloud Services Provider who does not share the billing data.  Accordingly, there is no way to "fix" the billing issue so this pop up happens every single time the user enters Scale -> Virtual Machines.  This is frustrating for a user that regularly views this action set.  Therefore, the ask is to provide an option for the user to suppress the message after it has been read so it no longer appears with each entry into Scale -> Virtual Machines.
