Allow Account Administrator to delete any user created dashboards
As an account administrator, I am able to create and share dashboards to all users. Any user with the "workload optimizer observer" role is also able to create and share dashboards to all users. Occasionally, new users within turbo (IWO) create dashboards and leave them blank, or they leave around old dashboards. As we add more users to the product, we want to ensure that a large amount of empty dashboards or useless dashboards are created so that our main dashboards are easily visible in the list. I believe as an account administrator, I should have permission to delete any user created dashboards, as well as change the visibility setting from "all users" to just the user that created the dashboard.
