Allow a user to choose from among multiple scopes when using Turbo

Many customers have a need to provide users with different access levels to different infrastructure scopes (e.g., an application owner in Engineering needs AUTOMATOR access to resources related to their application, but OBSERVER access to everything in Engineering). There is currently no way to provide this level of access control. 

My Idea is to allow a user to belong to multiple Scope groups with differing Roles (permission sets) and to give them the ability to switch among these Scopes/Roles. The switching could be handled via logout/login (might be challenging with SSO) or via an in-app "context switcher" to allow the user to change from one context to another.
