Allow the use of a VM Group when specifying Connected VM for a Volume policy

When creating a Volume policy, there is a "Connected VM" filter option. This filter enables you to match the NAME of the VM to which the Volume is connected. This is extremely limiting. It would provide much more flexibility to allow selection of the Connected VM through a VM Group. This would allow for the relationship to be based on Tags, Guest OS, and a variety of other options. It also significantly reduces the maintenance burden of updating the policy every time a new VM is introduced to the environment.

    There is another issue with the current mechanism for defining the Connected VM filter criteria. If there are multiple entities in the environment with the same name (e.g., vm-disk-1 in multiple subscriptions), there is no way to disambiguate among them.
