Allow the use of Groups when adding an Account (or other) filter to a policy

When adding an Account criterion to a Policy filter, you must use an enumerated checkbox list (or manually type the account names into a comma-separated list) to select the Account(s) you want to include in the filter. This is a labor-intensive operation, and results in a static relationship between the Policy filter and the related Accounts. To simplify the workflow and add support for a dynamic relationship, this idea is to add support for using Account Groups to establish this criterion relationship.

To generalize the request further, for any filter criteria that is establishing a relationship between the Policy and a subset of the managed infrastructure, always use Groups to manage the scope. This simplifies Policy creation and keeps the task of segmenting the environment with Groups, rather than having that task span both Groups and Policies.
