Enable a default policy setting for Virtual Volume detached number of days for deletion

As a Turbo admin, I want to be able to set a global policy that says: "Do not generate volume delete actions if the volume has not been in an unattached state for at least 'N' days". 

Currently, the scope of the Unattached for 'N' days is controlled by a Group setting (Days unattached). This makes it very difficult to establish a global policy that can be overridden at a more granular scope. For example, I'd like to set a Default policy that says:

- Do not generate Delete volume actions for volumes that have been unattached for less than 90 days

I can create a non-default policy to specify this, but then I can't create a scoped policy that says:

- Do not generate Delete volume actions for volumes in my defined scope that have been unattached for less than 45 days

Because the 90-day policy is more conservative than the 45-day policy. I could do the reverse (set a globally scoped policy to 45-days and then a scoped 90-day policy to override the less conservative setting, but then I have to be 100% certain that the group definitions are accurate (e.g., that the users have defined the correct tags with the proper values, or named their account/resource group properly). It is lower risk (and more intuitive) to set the Default to the desired most conservative setting and override that with scoped policies.
