Support for centralized Azure Hybrid Benefit (centralized AHUB)

Azure came up with Centralized AHUB support for SQL licenses. Similar in concept to CUDs, where the customers can create a pool of licenses and have the SQL instances (SQL databases, managed instances etc ) consume the license from the pool. When the instance is powered down, it frees the license to be used by other running SQL instances. https://learn.microsoft.com/en-us/azure/cost-management-billing/scope-level/overview-azure-hybrid-benefit-scope Product supports the AHUB at resource level and not at centralized level.

Impact: Turbonomic will potentially create actions considering license cost at resource level to scale a (SQL)DB/VM without understanding that might be using centralized AHUB.

    Centralized AHB Licensing ads value to anyone who already purchased SQL/V licensing for on-prem and want to use those licenses for their cloud environment. The planning aspect requested will enable clients to identify what the best use of these licenses, most value $$ of applying their inventory of licenses. 

    One Urgent request within this enhancement, is the ability to identify AHUB in Groups using Filters. We currently show AHB in VM details, but this cannot be applied as a Group Creation filter. (We have similar existing filters that use the Object ASPECTS already), would be great to add this filter before completing the plans.
