Users with non-admin roles cannot change the currency symbol in the Turbonomic UI.

Hi Team,

I have been working on a case with a client and they have asked me for the ability to have all the Turbonomic users under the same currency symbol in Turbonomic.

I have tested this and at the moment only users with administrator and site-administrator role have the Settings option revealed on the Turbonomic UI. The settings dashboard also has the Billing and Cost option where the current admin logged in user can change the currency symbol. 

The issue is the this change will anly happen for the current user and if you log out and log back in with a different user the is not an administrator or site administrator user the user will be able to see only the $ currency symbol which is the default symbol. 

The client would like to have the currency symbol persistent for all users. 

There are 2 ways that I can think of achieving this.

1. Either by giving administrators the ability to change the currency for other users as well (Which might be harder to implement)

2. Or maybe reveal the Currency option and make it available for non-admin users. Maybe remove it form the settings and put it somewhere else in the UI.

Please let me know if it is something that can easily be changed.
