allow non-admins to view policies and how they are configured

When a user looks at a recommendation, they can see that certain policies are being used, but they are unable to see the policies themselves or what the policy is composed of. A user can see hyperlinks to the policies but they get re-directed to the main page. This is a poor customer experience.
If this improvement was made, users would have a better understanding on why recommendations are being made and how they are influenced by the policies.
