Enable probe and other properties via UI

There are several instances today where the customer needs to change a property via swagger or going into the yaml file and adding probe or other component/global properties. This is not a great user experience and it would be ideal if user has the ability to set the probe/target properties from the target configuration page and add other properties from the maintenance page as this reduces the time required for this configuration as well as reduces the risk of a end user making an incorrect change in the CR yaml file. 

Certain examples include but not limited to is setting regionMap when adding an AWS target to changing timeout settings for any of the probes to changing properties for number of parallel actions executed, etc.
