Allow Turbonomic be aware of edge cases and scale virtual machines to instance types that are available in the AZ

Generally, all the instance types are available within the entire region which we take into consideration but in some edge cases AWS does not make them available in a particular AZ within that region. We do not track availability within a particular AZ leading to such failures. This is not common but unfortunately not supported today. I have a customer running into this issue currently where they can't rely on our decisions because we don't have the awareness of which instance types are available in that AZ.
