Improved Policy Management - Tagging, Folders & Filters

As an administrator, I would like the ability to organize my automation & placement policies as I define them - either by folder or tag. This would allow me to quickly navigate to specific types of policies built for my environment by cluster, vCenter or datacenter. I'd also like to be able to filter on something besides the name - there's no great way to filter out system-generated or imported policies.
