Azure Sql Db scaling shouldn't only consider DTUS but also IOPS

This customer has an application which is very sensitive to IOPS. They specifically chose Premium Tier DTU , as it has MUCH more IOPS.  >25 IOPS per DTU vs 1-4 IOPS per DTU. So when Turbonomic sees the DTU usage (which is a combination of CPU/MEM/READS/WRITES) and recommends a downsize, it's NOT considering IOPS.  We are aware we could move the app to VCore Costing - but DTUs are easier to handle.  When VMs have scaling actions - IOPS are considered - we want the same thing for Azure Sql Dbs.

    some relevant comments for prioritization. i.e. NOT as urgent.

    #1 this customer isn't with us for turbo anymore

    #2 the customer is moving a lot of their DTU db deployments to VCORE primarily to benefit from VCORE reservations - but this will also enable them to configure IOPS as they like it. So this business case is less relevant.
