CPU Socket adjustment.

client: "I’d like to have Turbo always set the number of CPU sockets to 2, and to adjust the cores per socket # to modify the # of vCPUs when RightSizing. Currently this is accomplished with a custom script. I would like this configurable on at the vCenter level. This would also result in always setting vCPUs to an even # which corresponds to our hardware and delivers better performance."
