I'm marking this as not under consideration; I believe it's more important to define HOW tags are handled when there's conflict than to choose a specific source (because tag hygiene varies so much between customers and tools). Happy to have further conversation on this if you'd like.

I'm not clear on the ask here. Are you seeing multiple tags with the same name when they are discovered by different targets? Is the ask to only show one in such a scenario?
I think it's good to give the customer the option to control vCenter tags ingest. I also agree with having a default "Yes" value where they would get duplicate tag values if the same tag exists on both platforms.
I'm not so sure about "smart logic" making a choice. I much prefer putting the onus on the customer - forcing them to either accept the default or make a positive selection of which platform takes precedence.
